Such a module should bootstrap other modules (in most cases, it has dependencies to almost all other modules, except the Business-Modules, which are bootstrapped by their Infra-Modules). It also contains code for shared infrastructure such as observability, setup of authorization, etc. (See FAQ for more information on that).
